I agree with you. I’ve always been amazed at the widespread use of the ‘force the issue’ approach to ‘productivity’ (read cost reduction) when it’s only like to solve a very small number of problems in very specific circumstances (and probably isn’t the best option there either).
Yes “Grandfathering” head count is effective at reducing costs. Especially wage costs. I’ve seen it reduce entire branch offices to zero cost….
